Custom Roles & Permissions

Community wants the ability to set custom roles with designated permissions and default notification settings.

    Not sure if this is totally enforceable/possible because peeps might not be able to get a notification type that they are not meeting the criteria for. (ex. can’t get push notifications if they don’t have the app, can’t get texts if they don’t have a number listed, can’t get emails if no email exists)
