Adding in info bubbles in Designer when hovering over a design tool

Just like in photoshop or building a WIX website - you have the ability to hover over the tools and it gives you a brief description of the tools/ what it does. You could even link the "how to videos" for certain more complicated features. Not everyone has a basic understanding of universal "tech symbols" and it would be nice for staff to have reference points to remember how to do certain things in designer without having to navigate away from the project.
