LifeLoop Library Feature only visible to staff users when they've selected to the community from the Global Selector with that feature enabled

When a staff user has access to multiple communities and only one of those communities has the LifeLoop Library feature toggles enabled, that staff user has access to the LifeLoop Library regardless of the community they have selected int the Global Selector.

For example. when logged in as a staff user in the NPSL site I have access to the NPSL Corporate community and the Hawthorne Woods community. The LifeLoop Library feature toggles enabled are only enabled for the NPSL Corporate community, but the feature is visible when I have Hawthorne Woods selected and I can create projects in that community's Designer from LifeLoop Library even though the LifeLoop Library feature toggles enabled are not enabled for Hawthorne Woods. Is this what the staff user should experience in this situation or should they only be able to access the LifeLoop Library when the NPSL Corporate community is selected in the Global Selector?
