As a user I want to be able to set an activity attendance as "None" but still be able to take attendance. Merged

Activities that are marked with the attendance type as "None" do not have the ability to take attendance. A lot activities do not require registration but if "None" is selected then attendance would not be able to be taken. This would be a good option to have so the communities can gauge how popular an activity is or isn't.

    Was also informed that when the activity is marked as "None" for the registration type that is shows registration as "Closed" on the app which leads residents to believe that they cannot attend that program.
