Add Manage Settings Permissions to Activity Director Role

We see Activity Directors typically build the activity calendars. Without the Manage Settings permission, they are not able to add locations and abbreviations. I manually add this permission for every onboarding community. We get a lot of support calls needing Manage Settings permissions.
