Expand newsletters into full doc share

Community staff (corporate as well as community admin and activity director level staff) have requested that they have a dedicated place in LifeLoop to manage and distribute all docs and resources they want to share with residents/family/other staff. Residents have also demanded that all important docs related to their relationship with the community should be easily located in one place in LifeLoop.
