Transportation - Ability to see full Transportation calendar despite which level of care one is assigned

Overall, a way to provide separate access rather than 'all or nothing' access to the Transportation schedule.

If a staff person is assigned to only the Assisted Living section of the building/campus, then she will not be able to see the Transportation that is already assigned for the other levels of care. However, since the community shares a bus and a bus driver, it would be good for a person to see the entire transportation schedule (for the building/campus) so they can manage their own department's outings more efficiently.

The only way to have the person see it is to be assigned in their profile to all levels of care. But, this will give them access to way more than they need to for other features for those levels of care, which will cause further inefficiencies.
