Enable team specific permissions for work requests

In order to support limited access to create/change certain types of work requests (such as regulatory tasks), while still having full access to process resident/family/staff work requests, we need the ability to assign user permissions for specific work request teams.

This customer has set up a Regulatory Maintenance team and an Everyday Maintenance team.
