Connections to still show when resident is " On Leave"

What is the challenge or problem or you are trying to solve?

When you look at the connections list, when a resident is On Leave, the family connection name does not show up in the connection list, only in the residents profile. Cannot reset password or anything like that.

Have the Family connection be viewed unless the resident is deactivated but shows when resident is On Leave and Active.
