Recurring customization for ability to define multiple specific weeks

Customers have asked for a recurring calendar event for 2nd and 4th Tuesday of each month. Right now, they have to split the recurrence for one on 2nd and one on 4th week. If they do every other week, it will not necessarily work for following months due to month length.
