Ability to Create Announcements from the mobile app Merged

The ability to send announcements will be helpful and very convenient as things change and need to be communicated throughout the day. It can be very difficult to go back to a desktop computer to simply send an announcement when they can pull out their cell phone to enter in one no matter where they are in the building.
